Uttar Pradesh (UP) led India’s domestic tourism in 2025, welcoming over 1.37 billion domestic visitors, according to the Union Ministry of Tourism. The state also ranked fourth in foreign arrivals, attracting around 366,000 international tourists.
Officials credit this growth to the development of religious, cultural, and heritage sites, along with improved connectivity and visitor infrastructure.
Prayagraj Mahakumbh 2025: A Historic Gathering
The Prayagraj Mahakumbh 2025 drew more than 660 million devotees, making it one of the largest religious gatherings in recorded history. Pilgrimage centers like Ayodhya, Varanasi, Mathura–Vrindavan, Shravasti, and Prayagraj experienced steady tourist inflow.
Cultural festivals such as Deepotsav, Dev Deepawali, Rangotsav, Magh Mela, and district-level events contributed to year-round tourism across the state.
Infrastructure and Tourism Projects Boost Growth
The UP government focused on airport expansion, rail and road connectivity, and increasing hotels and homestays. In 2025, tourism projects worth approximately $147 million were launched, covering:

Heritage and religious sites in Chitrakoot, Shahjahanpur, Moradabad, and Valmiki Nagar are being redeveloped. District-level initiatives strengthened local attractions and generated employment opportunities.
Private Investment and Tourism Policy 2022
The Uttar Pradesh Tourism Policy 2022 encouraged private sector participation, with over 1,700 tourism units registered and investment proposals totaling around $4.1 billion.
The state also promoted tourism at national and international travel marts. Initiatives like tourism fellowships, youth tourism groups, and hospitality training have been expanded across districts.
Tourism-related hospitality investments reached approximately $12.2 billion in the two years following the policy, positioning tourism as a key driver for UP’s goal of a $1 trillion economy by 2029.
