The Punjab and Haryana High Court has strongly criticized the Vigilance Bureau for misusing its powers in a corruption case involving former Punjab Minister Sham Sunder Arora and other accused. The case pertains to the transfer and sale of an industrial plot, which was allegedly used to extend an unfair advantage to Gulmohar Township Company. However, the court found that the FIR registered by the Vigilance Bureau was without any substantial evidence and was primarily aimed at harassing and humiliating the petitioners.

The court noted that the complaint leading to the investigation, filed by a person named Navjot Singh, lacked credibility. It was later revealed that the complainant’s identity and credentials were unclear, and he did not cooperate with the Vigilance Bureau during the investigation. The complaint was also politically motivated, with the individual claiming that the issue should be addressed swiftly due to the upcoming elections.

The High Court ruled that the allegations against Arora and the other petitioners were based on conjecture, with no legal or financial violations related to the sale, transfer, or bifurcation of the industrial plot. The court also emphasized that the process followed by the companies involved, including Gulmohar Township, was in line with government policies, and the bifurcation of the plot was done in accordance with existing guidelines.

The ruling highlights the importance of thorough investigations and the need to prevent the misuse of state authorities for political or personal agendas.
