The Punjab government is under fire from environmental groups and the Coalition for a GM-Free India for approving field trials of genetically modified (GM) maize. They have raised strong objections to the No Objection Certificate (NoC) issued to biotech company Bayer, formerly known as Monsanto.

Why the Approval Sparked Protest

On May 29, the Punjab government approved trials for two types of GM maize—herbicide-tolerant (HT) maize and insect-resistant Bt maize—at Punjab Agricultural University (PAU), Ludhiana. This information came to light from the 155th Genetic Engineering Appraisal Committee (GEAC) meeting held on June 9.

Environmentalists argue that this decision lacks proper scientific backing. They’ve urged the state’s agriculture minister to withdraw the NoC and initiate an inquiry into how this approval was granted.

Punjab Stands Alone Among 11 States

Bayer applied for trials in 11 states, including Maharashtra, Tamil Nadu, Bihar, Gujarat, Andhra Pradesh, and Haryana. However, Punjab was the only state that responded positively. This raised questions about what specific safety data or scientific inputs Punjab considered that others did not.

“What does Punjab know that other states don’t? This approval lacks transparency,” said Kavitha Kuruganti, the coalition’s convenor.

Calls for Transparency and Public Awareness

Environmental activists are demanding more public consultation and scientific clarity before introducing genetically modified crops. They warn that GM trials pose long-term risks to both health and biodiversity.

The coalition has officially written to the Punjab government, highlighting these concerns. They believe such decisions should not be taken without considering public interest and scientific scrutiny.
